Google Play Developer Account Verification: What You Need to Know

Google has progressively strengthened developer account verification requirements since 2022. New developers frequently encounter verification prompts unexpectedly — sometimes in the middle of preparing a production access application. Understanding the process in advance avoids delays.

Types of Verification Google Requires

Identity Verification (Personal Accounts)

For personal developer accounts, Google requires identity verification using a government-issued document. This is handled through Google's identity verification partner (typically Persona or a similar service). You upload a document — passport, driver's license, or national ID — and a selfie. Processing usually takes 1–2 business days.

Organization Verification (Business Accounts)

Organization accounts must verify the organization's D-U-N-S number (Dun & Bradstreet), registered business name, and contact information. This requires a DUNS number, which can take up to 30 business days to obtain if you do not already have one. If you plan to publish under a business name, start the DUNS registration process early.

When Verification Is Triggered

• When you first create a Google Play Developer account
• When you attempt to publish your first app
• When you request production access
• When Google detects unusual account activity or policy concerns
• When you update sensitive account information (contact, address)

The D-U-N-S Number Requirement

Organization accounts must have a DUNS number registered to the exact legal name and address of the business. If your business name in Google Play does not match your DUNS record precisely, verification will fail. Common issues: shortened business names, registered vs. trading names, and address formatting differences.

Allow 4–6 weeks for the DUNS verification path if you are starting from scratch. Personal account identity verification takes 1–3 days.

How Verification Affects Closed Testing

Pending verification does not prevent you from uploading an app or running closed testing. You can recruit testers and run your 14-day window while verification is in progress. However, you cannot apply for production access until both verification and the 14-day testing window are complete. Running them in parallel saves time.

What Happens If Verification Fails

If your verification attempt fails (mismatched document, unclear photo, expired ID), Google will notify you by email and allow a resubmission. The number of attempts allowed varies. If you are stuck in a verification loop, Google Play developer support can escalate the case — open a ticket through the Play Console Help Center.

Privacy Considerations

For personal accounts, some developer information becomes publicly visible on the Play Store — specifically, the country of residence and contact details. Google provides options to use a general contact (like a support email address) rather than a personal email or home address for public display.
